It's an adult party and they want it "Harvey Birdman" style. I'm familiar with the character but I don't think there's any place where I can find some suitable decorations. Which leads me to thinking of creating something on my own but I'm not sure were to start...any input would be appreciated.

I love adult swim cartoons! Unfortunately, the available themes that you can get are all for kids. I suggest you print in tarps or something like that.
