On my friend's upcoming wedding, she was suggesting that we "suggest" the color of their gifts. I think that's too pushy but she argued that would look nice and it's just a suggestion. Do you think this is over the border or will it offend the possible guests?

That would be pushing the envelope but it's not going to offend anyone. You just have to make sure that you're doing it as a "request" and not telling anyone that gifts should be in a specific color.

You can "suggest" it in a subtle way. You don't have to write it in the invitation. Just the word of mouth.
