My son wanted to have a small pool party but there's a catch - his birthday is always on winter. This is very challenging because it's practically impossible. Any tips? Any suggestion would help.

That problem is actually very easy to deal with. Look for resort-hotels in your area. Most of these hotels will keep their pools warm to attract visitors. It's also possible they will have kiddie pools to accommodate the kids.
